Regional Sustainable Materials Management Plan (SMMP) Task Force
The regional Sustainable Materials Management Plan (SMMP) Task Force was convened by Benton County to explore how to support, promote, and implement Sustainable Materials Management in northwest Oregon. Four subcommittees are creating proposals for government agencies, companies, nonprofits and communities to work together to reduce the amount of material that enters the waste stream.

Subcommittees
The SMMP Task Force created four focus area Subcommittees that met from January to May, 2025. Three of the Subcommittees evaluated case studies of implementable policies that State and local government can pursue to reduce life cycle material impacts. The resulting recommendations support the Oregon Department of Environmental Quality ’s Material Management Program priorities. The fourth Subcommittee looked at solutions to proactively prepare for when the regional landfill will close sometime around 2037. Collaboration was a recurring theme throughout all Subcommittees as each considered policy initiatives, necessary investments, cross-governmental cooperation, and programmatic recommendations.
